The Committee on Finance moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4880—A Bill to amend and reenact §11-21-12 of the Code of West Virginia, 1931, as amended, relating to personal income tax; providing for the gradual elimination of the limitations set forth in §11-21-12(c)(8) of the said Code relating to the decreasing modification for social security benefits received pursuant to specified provisions of Title 42 U.S.C., Chapter 7; setting triggers for gradual elimination; making gradual elimination cumulative; requiring notification to the Joint Committee on Government and Finance; requiring certification to the Tax Commissioner; requiring an annual report; providing for rulemaking; making technical corrections to remove obsolete language; and specifying effective date.
